The residential component is being developed by CapitaLand Development and UOL Group in a 50:50 joint venture. The tender was submitted by Horizon Residential — comprising CapitaLand Development, UOL Group, Singapore Land and Kheng Leong — alongside Horizon Commercial, a CapitaLand Integrated Commercial Trust vehicle.
Why the split ownership matters
CICT will develop and own 100% of the commercial component. A REIT holding the mall on a long-term basis has an operational interest in the quality and tenancy of the retail for decades, rather than an interest in selling strata units and moving on. For residents, that generally means a professionally managed mall with a coherent tenant mix.
The precedent buyers cite most
UOL, Singapore Land and CapitaLand delivered Parktown Residence at Tampines North, won at S$885 psf ppr in 2023. The 1,193-unit integrated project launched in February 2025 and sold over 87% of its units at an average of roughly S$2,360 psf on launch weekend. It is the closest structural comparable — same grouping, same integrated-with-transport model.
