For many Hougang residents the next move is from a long-held HDB flat into private ownership, often within the same estate. The decision turns less on square footage than on timing, financing and staying close to family, schools and the food you already know.
Sequencing the sale
The cleanest path is usually to sell the HDB first and exercise the Option to Purchase on the private property afterwards, avoiding Additional Buyer's Stamp Duty on a second residential property. Where that is not possible, IRAS operates an ABSD remission framework for married couples who sell their existing home within a stated window, subject to qualifying conditions. Verify the prevailing rates and conditions with IRAS — they change.
Financing the bridge
Under the Progressive Payment Scheme used for uncompleted private property, payments are drawn down as construction stages are certified rather than in full at purchase. For upgraders this softens the early cash-flow profile and allows the existing home to be occupied well into the construction period.
Loan-to-value
Loan-to-value limits depend on how many outstanding housing loans you hold, alongside your Total Debt Servicing Ratio position. Holding the HDB while buying privately generally means a materially lower LTV and a larger cash component. Speak to a mortgage banker before committing, and obtain an In-Principle Approval.
Staying in Hougang
Few new launches in the North East let upgraders remain this directly connected to the community, schools and amenities they already use. A development above Hougang MRT is, by construction, the most connected address the estate offers.
