Inside the Hougang Masterplan

The URA Masterplan is the statutory land use plan that guides Singapore's development over the medium term. For Hougang, it reinforces the central area around the MRT station as the estate's civic and commercial heart, which is the planning context in which the Hougang Central Government Land Sales site was released.

Intensification around the node

The plot ratio at the integrated site supports residential above retail above transit — a typology Singapore has refined over a generation, from Compass One to Bedok Mall to Sengkang Grand Residences. Concentrating density at transport nodes is a consistent planning principle rather than a project-specific decision.

A green spine

Park connector segments and the Serangoon Park Connector Network thread the neighbourhood with a continuous green route, from Punggol Park in the north, along Sungei Serangoon and toward Kallang in the south.

Civic uses

The plan retains and reinforces the civic fabric around the site: Hougang Sports Centre, Hougang Polyclinic, Hougang Public Library and a dense cluster of established primary and secondary schools. These institutions are what make a mature estate durable — they are already built and they do not relocate.

Mobility

The planned arrival of the Cross Island Line turns Hougang from a single-line station into a two-line interchange, with cycling network extensions and bus interchange works planned alongside. Timing and phasing are determined by the Land Transport Authority and are subject to change.
